Sept 23 2022 Juba – South Sudan: The Board meeting of the Ceasefire & Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) was convened in Juba, today. In attendance were parties to the R-ARCSS, South Sudanese stakeholders, International partners and observers.

 

The Board members were briefed on the implementation status of the ceasefire, the implementation status of the cantonment sites/barracks, occupation of civilian buildings and the training of unified forces. There were no violation reports for discussion during this Board meeting.


The Chairperson of CTSAMVM, Lt Gen Asrat Denero said since the last Board meeting the South Sudan peace process has achieved a number of milestones.

In regards to the graduation of forces, Lt Gen Asrat noted that the National launch of phase one of the graduation of the Necessary Unified Forces in Juba was a big milestone towards the progress of the implementation of tasks under the Security Arrangements.

He further said that CTSAMVM requests JDB to provide the details of Phase one graduation dates, locations and numbers of the NUF across the country, while JTSC is requested to provide details of Phase two training plans including the Cantonments and Training Centers.

While speaking about tensions in Unity and Upper Nile State, the Chairperson said that tensions between parties in the area have reduced to some extent. However, CTSAMVM remains concerned about the recent reports of tensions in Upper Nile State and parts of Jonglei State following repeated clashes between SSPDF aligned Kit-Gwang forces, Agwelek Forces, and SPLM/A-IO.

The Chairperson noted that the continued reports of intercommunal violence and large-scale displacement of civilians in Warrap State and Unity State indicate serious insecurity and is a big concern to CTSAMVM.

“In particular, CTSAMVM is concerned about the extra-judicial execution of three persons who were allegedly involved in the death of the Mayom County Commissioner. We appeal to SSPDF to investigate the matter and hold those responsible accountable,” said Lt Gen Asrat Denero.

CTSAMVM continues to conduct its monitoring, verification and reporting mandate, while reporting to the IGAD and RJMEC.
