Dear CTC Members,
Ladies and Gentlemen,
On behalf of myself and CTSAMVM, It is my great pleasure to give you a warm welcome to this CTC meeting which takes place two weeks from the 10th Anniversary of South Sudan’s independence where we all celebrated together and enjoyed. However, I once again want to take this opportunity to congratulate all our South Sudanese brothers and sisters for the 10th Anniversary of South Sudan’s Independence.
It is as well my pleasure to express my gratitude to the Revitalised Transitional Government of South Sudan for covering the daily subsistence allowances of the National Monitors which makes our monitoring and verification work at CTSAMVM run much more smoothly. Lastly, we appreciate your participation at the CTC and your contribution for the peace process in South Sudan.
In our today’s meeting as usual, I strongly expect all of you to demonstrate your Neutrality, Independence and Impartiality by pursuing your work in the interests of your Nation but merely of your political party. There have been no verified clashes between the parties to the agreement and overall, the ceasefire is holding. The levels of the violence have also relatively reduced since the last CTC, especially in areas such as Jonglei and Pibor. However, there have been continued ambushes and clashes in Central Equatoria State allegedly involving or perpetrated by NAS.
Tension and isolated outbreaks of violence also continue in the areas of Moroto Training Centre and Liang Cantonment Site. Also of concern, are recent alleged attacks at Ketbeck in Nasir. There are also allegations of recruitment in Unity State and Western Bahr El Ghazal.
CTSAMVM remains concerned that if these situations continue there are risks to the implementation of the R-ARCSS especially the ceasefire. We call upon the parties involved to take the necessary steps and adhere to the ceasefire and the protection of civilians. The agenda includes a status report on the CTSAMVM verification and investigation into One Violation, Eleven Incidents, One SGBV and others as well. You will also be updated on the status of implementation of pre-transitional tasks namely cantonment and training of the Necessary Forces and the issues civilian occupies buildings.
Finally, as always, CTSAMVM highly values your opinions and recommendations.
